중추회의




The Central Assembly (중추회의) of the Myeonghan Realm, which inherits the mantle of the Jungchuwon (중추원) of the Daehan Empire, is the Realm's federal legislative organ, responsible for enacting amendding laws for mandatory promulgation by HM The Emperor, through a procedure technically known as 'Emperor-in-Central Assembly' (중추회의에 있어서의 명한황), deemed to be the sovereign authority of the Realm. 

It is a bilateral parliament composed of two chambers: the House of Representatives (민의원) and the Federal Council (도의원). Members of the House of Representatives, simply known as 'Members of the Central Assembly' (MCAs), are popularly elected through a Realm-wide vote, while members of the Federal Council, called 'Federal Councillors', are doubled by State Governors (도지사) or their appointees. The House, chaired by a Lord Speaker, has the power to pass legislation, approve the federal budget, and elect or dismiss the Prime Minister and other Secretaries of the Realm. The Council, chaired by the Lord President, has power to veto only bills that seek to amend the Constitution, or on the relations between federal institutions and the States, and between States and States.

Federal Council (도의원)


The upper chamber of the Central Assembly is known as the Federal Council. Each State, regardless of its size, gets one seat in this chamber. Before proposing a bill to change the Constitution or any other bill that affects how federal institutions and States, and how a State and another State work together, the HM Government needs the approval of the Federal Council. This approval can be acquired by a simple majority vote. The Governor of a State may appoint someone, including himself to represent his State as a Federal Councillor. When voting, Councillor should effectuate the State's preferences as far as possible. The Lord Chancellor of the Privy Council is the ex officio chair of the Federal Council, known as the Lord President.

House of Representatives (민의원)


The House of Representatives is the lower chamber of the Central Assembly where Members (MCAs) are elected through direct elections based on universal franchise. MCAs serve for five years, but the Prime Minister, himself an MCA, can ask the Monarch to dissolve the House if needed. The Lord Speaker of the House is elected or dismissed by other Members. The House follows the majority rule when making laws, which means that they can create new laws. They can also improve existing laws by looking at laws from other places. If the House believes that the Prime Minister or another Secretary has for whatever reason under-performed, MCAs can pass a vote of no-confidence. If the vote passes, then that official must resign, and the Monarch must accept the resignation.
