'The Chief State Counselor of the Myeonghan Realm, hereinafter referred to as the Prime Minister, shall be the Head of His Majesty’s Government of the Realm, the Chief Executive of the Cabinet of His Majesty’s Government, and the Commander-in-Chief of the Security Forces of the Realm. The Prime Minister shall lead the Public Service and be charged with the supreme responsibility of keeping the Realm in good order.'

People consider us mere micronationalists. We consider ourselves teachers. Confucians educate. We educate. Moral persuasion will be deployed to urge the masses to suppress their illicit desires and return to propriety, and to act with sagacity internally and kingliness externally.
My fellow Myeonghans, as your Prime Minister and Commander-in-Chief, I solemnly pledge that I will do my utmost to elevate the Myeonghan Realm, which is a democracy as much as a meritocracy, to become the most virtuous micronation deserving of the greatest respect by all.
A civilisation of love, harmony, and humaneness, will once again, shine forth from our wonderful Crowned Republic. May God bless the Myeonghan Realm.
The highest federal executive body in the Myeonghan Realm is His Majesty's Government (어좌정부), literally 'Government of the Imperial Throne,' which is accountable to the House of Representatives of the Central Assembly. The Prime Minister (영의정대신), elected by the House and confirmed by HM The Emperor, is responsible for appointing the remaining members of the 'Three Dukes and Six Ministers' (삼공육경) including the First Deputy Prime Minister (Foreign Affairs), the Second Deputy Prime Minister (Home Affairs), the Secretary of the Civil Service, the Secretary of Finance, Trade, and Commerce, the Secretary of Education, the Secretary of Defence, the Secretary of Justice, and the Secretary of Health, Labour, and Social Security.
The Prime Minister has authority to appoint other Secretaries of the Realm to the Cabinet from among the Members of the House of Representatives. However, the office of the Secretary of Justice is ex officio held by the Lord Chancellor. The Bibyeonsa Security Council (비변사 안전 보장 이사회) ensures the safety and peaceful existence of the Myeonghan people. It is chaired by the Prime Minister and includes Bibyeonsa Councillors chosen from high-ranking officials of the Cabinet. The structure of the Bibyeonsa Security Council is determined by law.
The Hongmungwan Institution (홍문관 연구소) serves as the primary research agency of His Majesty's Government, offering non-partisan advice and evaluations of federal policy.

Furthermore, Baek's exceptional leadership skills and vision earned him the esteemed position of the inaugural Prime Minister and Commander-in-Chief of the Realm through the 2023 General Election. Under his guidance, the Myeonghan Realm has flourished, guided by the principles of justice, mental well-being, and the rejection of misguided 'progressive' ideologies.
Baek's commitment to protecting mental health became the cornerstones of his governance. With his profound wisdom and strong resolve, he spearheaded initiatives to safeguard the mental well-being of the Myeonghan people, ensuring their emotional resilience and overall happiness.

The Office of the Prime Minister is a federal agency charged with the responsibility for providing the Prime Minister with secretarial assistance.
